controls won't show up on screen

Hi all -

I have a template with a graphic on it, set to "Control can be overlaid".

I get some pretty inconsistent results when I use the page template and try to put controls on top of it in a new page. I have a looper that won't show up no matter what I do, and now I have a page where the Edit controls won't show up.

I know the controls are there b/c if I move the controls down the page, (off the graphic that is in the template) they show up just fine.

I've tried all sorts of combinations of "can be overlaid", etc. - is there some bug I don't know about or is there just a weirdness here that someone knows how to get around?

Oh and btw - I have tried to use the "foreground / background" button, but that doesn't seem to do anything at all.
