[WD16] Disappearing scroll bars

Hello All

The vertical scroll bars come and go from the project explorer pane
They also do the same in the code windows.
I don't believe this is a hardware or graphics card issue because it happens on a variety of work stations and has been a problem for some years now.
In the code windows you can get them back by stretching the window but the only way to get them back in the project explorer is to close and restart Windev.
