Your database should have fields for the menu item name and the program to run.
Fill a table or treeview from the data file with a link back to the datafile so that a double click on the table row can lookup the datafile and open the associated program window.
You can also use the same process to fill the standard menu process with data from a table. Prefill the menu with invisible fake items and submenus and fill them as required in the menu window init. As you fill the menu items and make them visible, you would also fill an array or memory table with the datafile primary key and the menu option number so that you would know which program to run from a menu selection.
I think it would be impossible to integrate either of these methods with the standard groupware so you would need a separate process to hide them from users if required.
