[WD23] Metadata file could not be found

Hi All
I'm in the process of updating my main app from WD21 to WD23 and am getting a compile error "error cs0006: Metadata file "xxx.dll" could not be found". The dll it refers to is a .net assembly. Checking on the internet it looks like it's something to do with the .net library but if there was a problem with that surely it wouldn't be working with WD21 either. I've tried reinstalling the assembly and the .net library but no change. I have yet to do exhaustive tests but it appears the assembly is still working correctly; leastways if I ignore the compile error & run the app it doesn't crash when I access a couple of the functions in the assembly .

Any ideas?
