Anyone can recommend any SSL that works well with webdev ( on windows server)

If what you are talking about is the certificates for public site you can order in any of the recognized CA.
It depends on your needs and what you are willing to pay.
The price is very different from one CA to the other and from certificate type.
You need for one server name, several ones or the entire domain?
You can find the intructions on how to order and install the certificate in IIS on the CA pages.
You can check the globalsign, comodo, verisign, instantssl , rapidssl and so on.
In some of them like instantssl you can get free certificates (90 days) to test, if it's your first ssl site start with the free ones to test.

The program will create and install a free certificate from LetsEncrypt.org for one or more websites on your Windows server. All automated and easy and works with WebDev. Follow the instructions and read the help that comes with the program. It has a straight forward GUI interface.

Do i need to change the code in WEBDEV to handle SSL ?

Only if you need to force the HTTPS by code, if you don't need to force it don't change anything in the code.
My advice is to keep you code as it is and manage everything at the IIS level only.

To force the HTTPS by code use SSLActive function (https://doc.windev.com/en-US/?3012014)
