when I look at Runtime and compilation version on this link
[doc.windev.com]

I notice runtime version Android 4 or later from WM 21 to WM23 . is this mean WM controls stuck at android 4 ?

Hi,

Reading the various parts of the page, I can only assume it means backward compatibility to version 4 on the device an app is installed.

I say "I can only assume" very deliberately because I have not tried and tested all the different combinations of WDM and SDK's to produce apps.
