How to make scrolling menu like Pure example

In the RAD video example they show an application called Pure. It has a nice looking scrolling menu. It's kind of like a carousel, but I can't figure out how you would create it using the carousel control.

Can anyone tell me how this type of menu interface is created. See the link below to go to the RAD video I am referencing.
